Shannon Carcelli studies international political economy and United States foreign policy, specializing in the role of legislative and bureaucratic institutions in foreign aid and sanctions policy. She holds a PhD in political science from the University of California San Diego and a BA from Carleton College. During the 2018-2019 academic year, she served as a post-doctoral fellow at Princeton University’s Niehaus Center for Globalization and Governance.
