Dr. Davies is Co-Director (with Edy Kaufman) of the Partners in Conflict and Partners in Peacebuilding Projects, and Senior Associate with the Center for International Development and Conflict Management (CIDCM), Department of Government and Politics, at the University of Maryland.
Working with CIDCM since 1988, Dr. Davies has led conflict transformation initiatives and workshops bringing together conflicting parties in over 25 countries on 6 continents, including in the Middle East, South, East and South East Asia, Sub-Saharan Africa, the former Soviet Union, Eastern Europe, and North and South America. He has trained hundreds of government, IO and NGO professionals in conflict transformation, prevention, peacebuilding and democratic transitions, including political leaders, diplomats, negotiators, peacekeepers, senior police, business, religious and civil society leaders. He has served as consultant to the US Government’s State Failure, Political Instability and Genocide Early Warning Projects, US Agency for International Development and the US Department of State and Department of Defense; the UN Department of Peacekeeping Operations; and has served as trustee and board member for the London-based Forum on Early Warning and Early Response (FEWER).
His current research interests are in conflict management and transformation of ethnic, religious, nationalist and other complex societal conflicts, particularly in the Islamic world; multi-track diplomacy, peacebuilding and development of democratic political cultures; and integrative transformation of organizational and community conflicts. He teaches the University of Maryland’s Programs in Multi-Track Diplomacy and Conflict Transformation, provides training for UN civilian police peacekeepers, and has provided workshops and seminars in peacebuilding, democratization, applied conflict transformation or prevention in or for conflicting parties from over 40 countries.
He is also an expert in the area of conflict analysis and risk assessment. He has consulted with the US Department of State, the US Agency for International Development and US Department of Defense (on development of their early warning, vulnerability assessment and alert systems), and for the White-House-initiated Task Force on Political Instability and Genocide Early Warning Projects. Finally, he has worked to support democratic transitions in several of the countries listed above, including in Africa, Middle East, Asia and Central/Eastern Europe, focusing on issues of democratization and inclusive governance in the context of global change, building on cultural strengths, and emphasizing dynamics of endogenously driven political and economic development and political culture.
Dr. Davies has LL.B., M.Litt., M.S. and Ph.D. degrees in law, psychology and political psychology/international conflict management from the Australian National University, the University of New England and Maharishi International University, with additional graduate work at Harvard University.
